Benchmarking progress towards equal opportunities in employment
Each broadcaster is asked to rate their performance in promoting gender, race and disability equality on each section of the equality and diversity framework as either having:
- Base provision
- Medium provision
- High provision.

This will enable us to separate out broadcasters’ performance on race as compared with gender as compared with disability. Using the model, we will also be able to identify:
- Current good practice
- Priority areas for future action
- Where further information and support may be needed for broadcasters to enable further progress.
Each section provides guidance on the kind evidence to be expected under each of the rating levels. We propose that we review the extent to which the existing Ofcom toolkit provides sufficient guidance, suggestions and explanations to support the model and evidence guidance. We should add further to the toolkit where necessary. We also suggest that, in future, guidance is provided that is specific to race, gender and disability.
Quantitive information
The revised approach to gathering workforce data, the quantitative information, has been developed in partnership with the EO Planning Group, whose membership is drawn from broadcast companies across the industry.
There are three characteristics or attributes for an individual within a company:-
- Identity (gender, race, disability)
- The role (production, broadcasting or shared services coupled with seniority) and,
- Employment status (permanent, contract or freelance)
These attributes are collated and reported to the BTSR as part of the annual reporting round.
